The Organization of American States (OAS) approved this Thursday a resolution supporting the Peruvian government of Pedro Castillo, for the “preservation of democratic institutions” in the country.
The agency decided to send a mission to Peru in response to a request from the leftist president, who is being investigated for multiple causes of corruption and pressured by much of Congress to leave office.
In a special session in Washington, the OAS Permanent Council called on “all actors” to act within “the state law”.

“We endorse the resolution of the OAS Permanent Council and we are available to provide support and cooperation, at the request of the Government of Peru, through efforts to promote dialogue and strengthen its democratic system of government,” said the secretary general of the institution, Luis Almagro, from his Twitter account.
The OAS appointed “a high-level group made up of representatives of the member states, in accordance with the Inter-American Democratic Charter, to visit Peru in order to analyze the situation”, indicates the text.
The letter enumerates a series of “attacks” against the Executive branch by the Judicial and Legislative branches, which have twice denied the president the exit from the country, preventing him from fulfilling his international agenda for the investigations in which it is involved.
The 12 October, after the Public Ministry filed a constitutional complaint against Castillo, accused of leading a criminal organization, the president requested to activate the Democratic Charter of the OAS, a mediation mechanism when the Government of a Member State considers that its legitimate exercise of power is at risk.

to destabilize the government .
“The political forces that plunged the country into the largest process of corruption in national history over the years 90, are the ones that are now promoting, as at that time, a form of a new coup d’état in Peru,” accused the president on Wednesday, in a message to the nation in who was accompanied by his cabinet.
Castillo asked to activate the items 17 Y 18 of the Inter-American Democratic Charter, an instrument approved in 2001 for promote democratic principles among the States of the region.
The cited article establishes that a country can “request assistance for the strengthening and preservation of its democratic institutions”, if it considers that “it is at risk”. Meanwhile, the number 18 allows visits and procedures to analyze the situation, provided that the affected government authorizes it.
The Peruvian Parliament, dominated by a majority of right-wing and allied blocs, is currently promoting a third vacancy request against the president, after two attempts that failed because they did not get enough votes.
